DA to table no-confidence motion against Tshwane Speaker

The DA in Tshwane is set to file a motion of no confidence against Tshwane Council Speaker Mncedi Ndzwanana later this month.

The party has accused Ndzwanana of being a tyrant and making rulings based on emotions rather than council rules.
Ndzwanana is a councillor from the African Transformation Movement (ATM).
The motion is expected to be tabled during a council meeting on 26 June.
DA Tshwane Caucus Chief Whip Ofentse Madzebatela accused the speaker of running the council like a dictator.
"He makes his rulings based on emotion, and neither logic nor the rules of council. Due to this attitude, councillors cannot participate in meetings as equal peers.
"His discriminatory behaviour has reached a point where parties outside of the governing coalition do not have a fair say or hearing, for that matter, in council meetings."
Madzebatela said the speaker has dismissed all propositions of the DA caucus, including points of order, requests for deliberation on reports and motions that do not favour his coalition partners.
This is the second motion of no confidence against Ndzwanana, following an unsuccessful motion in 2023 during the mayorship of the DA's Cilliers Brink.
Responding to the looming motion, Ndzwanana denied that opposition parties are being silenced in Council meetings.
"The rulings of the Speaker in all Council sittings are not based on emotions. The Speaker conducts the meetings of Council in accordance with the Rules and Orders By-law.
"In fact, there is no political party in the Council that is being silenced. The Speaker has always and continues to conduct and uphold fairness and impartiality in managing debates and motions."
