These were part of seven million infringement notices issued in the past financial year.

Both Johannesburg and Tshwane have traffic departments have been stripped of their powers to collect fines.

"We don't collect fines anymore. They are collected by the Road Traffic Infringement Agency and we don't depend on a single cent of traffic fines," Johannesburg metro police spokesman Chief Superintendent Wayne Minnaar told the daily newspaper.

"We get our own budget every year."
