The deputy minister was speaking at the memorial service of University of Fort Hare law student Nosicelo Mtebeni.

The 23-year-old’s dismembered body was found in a suitcase in East London, with some of her body parts discovered in bags outside her boyfriend's residence.

“Young people in general mimic the things that they see out there. Young men, their attitude and their behaviour is reinforced firstly by what they see at home, what they hear amongst their friends and sometimes, in fact, in most instances cultures and traditions. Some of them we really need to take a look at,” Manamela said.

He also took aim at patriarchy and the levels of fear due to gender-based violence.

“Why is that we have become the rapists and murders of women in our society?” Manamela asked.

“At the heart of these questions are other more fundamental questions, are we saying it is okay for young girls and women in South Africa to live in constant fear? Are we saying its fine for us to gather just for moments like this to express the our collective outrage and then after go on with our lives?”
