MOTORISTS who received fines from the Johannesburg Metro Police Department through ordinary mail between August 2010 and the December 2012 can apply to have those fines cancelled.

However, motorists who have already paid the fines will not be refunded as a payment serves as an admission of guilt.

This is after the Public Protector Thuli Mandonsela found that fines could only be sent by registered post.
