Ramaphosa announced the plans at the 5th Sustainable Infrastructure Development Symposium (SIDSSA) on Tuesday, where he outlined government's plans to accelerate infrastructure investment and improve the delivery of major projects.

He added that the projects are contained in the third edition of government's Construction Book and span key sectors including water, sanitation, transport, logistics, energy and electricity, and municipal infrastructure.

Ramaphosa said the Construction Book is intended to give investors greater certainty and visibility over projects that are funded and ready for investment.

Adding that the latest edition showcases infrastructure projects worth more than R 350 billion across various sectors, with the 170-plus projects expected to move into procurement in the coming months.

“To ensure that these projects move from the page to the ground, we will now publish quarterly performance reports on the Construction Book.”

He said the move was part of government's broader effort to improve the way infrastructure is planned, financed, and delivered.

The President emphasised that the country’s infrastructure investment remains well below what is required to achieve faster and more sustainable economic growth.

Gross fixed capital formation stood at around 12% of GDP in 2025, according to Ramaphosa; that is less than half of the 30% investment level envisaged in the National Development Plan for 2030.

Ramaphosa acknowledged that the country must therefore move with greater urgency to turn infrastructure plans into actual projects.

“The estimated capital value of the portfolio of our strategic integrated projects has grown from approximately R340 billion rand in 2020 to more than R1.67 trillion rand. That is a phenomenal growth,” said Ramaphosa.

According to the President, there are currently 195 public and private-led projects in the portfolio, with 32 completed and 55 projects worth more than R407 billion under construction.

However, he said having a long list of proposed projects is not enough.

“There is an important difference between a project that is needed and a project that is ready.”

He reiterated that government must focus on converting plans into properly prepared projects, projects into investments, and investments into construction.
