[WATCH] JMPD investigating alleged abuse, harassment of street vendor

The Johannesburg Metro Police Department (JMPD) has launched an internal investigation into the conduct of two officers for the alleged abuse and harassment of a street vendor.

In a widely circulated video, the two officers are parked on the side of the road while they’re engaged in an exchange with the woman.

 

It’s understood she had set up shop on the spot.

 

Upon arrival, the JMPD officers confiscated some of the items.

 

The woman can be heard pleading with the officers not to get her into trouble.

 

“I beg you. I’m unemployed, please don’t take my things.

 

“I’m going to get into trouble. Please listen to me. I have six children, I don’t work, I have no job. Please,” she can be heard pleading with the male and female officers.

 

A passer-by tries to intervene but without any luck. 

 

It’s unclear if the officers make off with the goods or the woman selling the items on the side of the road.

JMPD spokesperson Xolani Fihla says an investigation is underway.

 

“It is further alleged by the complainant that the officers tried to solicit a bribe from the vendor for selling goods on the side of the road without permission to do so,” says Fihla.

 

“The matter has been brought forward to the JMPD Internal Affairs Unit and a preliminary investigation has been initiated,” he adds.

 

Johannesburg mayor Geoff Makhubo has also since commented on social media.

 

The city’s bylaws restrict informal trading to designated areas, with the required documentation. 

 

Makhubo admits the by-laws may exclude some from economic activity. 

 

“Understanding the need to enforce by-laws and its importance, we must also invest in supporting the people make a living in a legal and responsible manner. Support to comply and to operate freely. 

 

“I have asked Economic Development to look into this. We must legalise the poor to earn a living.”
