Taxi driver caught with newspaper clipping as licence disc

An image of a taxi driver being issued a fine has gone viral.
Now there's nothing unusual about that. However, it is not so much the fine that has caught the attention of South Africans, but rather the driver's licence disc.
It is unlike anything we've ever seen before - a newspaper clipping where a valid licence disc should be. The picture has been widely shared on social media, including by Johannesburg Metro Police officials.
A Twitter account linked to JMPD, @AskTheChiefJMPD, also shared an image of an airtime slip being placed where a taxi driver's licence disc should go.
