Adv Baloyi appointed to probe Joburg’s GFIS unit

City of Johannesburg speaker Colleen Makhubele has appointed Advocate Sesi Baloyi to investigate allegations of acts of improper and unlawful conduct at the Group Forensics and Investigation Services (GFIS).

Makhubele confirmed the appointment of Baloyi on Monday.
The probe is set to investigate allegations of corruption and fraud in the city, which allegedly implicates officials and councillors.
The GFIS unit was established in 2016 by former mayor Herman Mashaba and headed by former Gauteng Hawks boss Shadrack Sibiya.
"Given her reputation and demand for her services, we are pleased that she has accommodated our urgent brief. The decision to appoint the services of an SC follows from various resolutions that were approved by the Council regarding alleged acts of improper and unlawful conduct that were recorded in the report of 22 February 2023, and recently in the report of the mayor of 21 June 2023,” the city said in a statement.
"The said reports and resolutions marked a profound step in addressing the irregularities that were reported to the previous administration, which were concealed from council."
Makhubele last week claimed that she has also been investigated by the GFIS unit.
"To avoid dealing with this in piecemeal fashion, it is anticipated that the investigation by the SC will include the allegations and supporting evidence in the concealed reports."
