Govt rolls out mass Bird Flu, Foot-and-Mouth vaccines

Minister of Agriculture, John Steenhuisen, has announced a national mass vaccination campaign to protect poultry against the spread of avian influenza.

The announcement comes amid simultaneous efforts to contain multiple outbreaks of foot-and-mouth disease (FMD) across several provinces.
Steenhuisen confirmed yesterday that specialist veterinary teams, supported by the University of Pretoria and the Agricultural Research Council, have begun rolling out vaccines across high-risk and commercial poultry farms.
"We have secured vaccine supply, ensured cold chain capacity, and are building in traceability and reporting mechanisms as part of a wider preparedness strategy."
To support the campaign, 50 animal health technicians have been appointed on short-term contracts, with induction and refresher training scheduled for next week.
FMD Outbreak Response Intensifies
The minister also updated the country on the status of the ongoing FMD outbreak, noting that over 900 000 vaccine doses have been ordered, with the first batch expected next week.
Target areas include KwaZulu-Natal, Gauteng, and Mpumalanga, where recent outbreaks have been confirmed.
"These plans are not only about responding to outbreaks but also about building permanent infrastructure to manage future risks," he said.
As part of a long-term strategy, the government is establishing a Biosecurity Council that will include veterinarians, scientists, SAPS, the Border Management Authority, and industry representatives. A national “farm-to-fork” traceability system is also being rolled out.
The state vaccine manufacturer, Onderstepoort Biological Products (OBP), is being upgraded to restore vaccine self-sufficiency, with a focus on strengthening rural veterinary services and emergency responses.
A dip tank model, introduced in collaboration with traditional leaders, will aid in grassroots containment efforts.
“Biosecurity is not just an agricultural issue. It is a national security issue, and we are treating it as such,” Steenhuisen added.
Karan Beef Outbreak and Quick Containment Praised
Meanwhile, one of the most significant FMD developments occurred at Karan Beef’s Heidelberg facility, where infected cattle were traced from the East Rand and an abattoir in Mpumalanga.
Steenhuisen praised the company for its swift containment efforts and its collaboration with State Veterinary Services to manage the outbreak.
"Their quick response and detailed containment plan have been key to protecting the broader agricultural sector."
Investigations are ongoing to trace the origin of infected cattle and assess risk to surrounding areas.
Regional Status Updates:
KwaZulu-Natal: Active virus circulation continues in the Disease Management Area (DMA), with new outbreaks detected outside of it. A designated abattoir in Vryheid will handle animals under restriction.
Mpumalanga: A trace-forward case from a KZN auction was confirmed in April. One infected farm in Gert Sibande has been isolated. Surveillance of surrounding farms has shown no further spread.
China Trade Suspension: Due to the disease’s spread into Gauteng and Mpumalanga, China has suspended beef imports from all of South Africa. However, exports of FMD-treated wool are not affected.
Call to Action for Livestock Owners
Livestock owners have been urged to adhere to strict biosecurity protocols, including limiting animal movements, maintaining secure boundaries, and separating newly acquired animals for at least 28 days, even if health attestations are provided.
Owners are legally obligated under Section 11 of the Animal Diseases Act (No. 35 of 1984) to prevent their animals from contracting or spreading disease.
Any signs of illness such as salivation, mouth blisters, or limping must be reported to the local State Veterinarian immediately, and affected animals must not be moved.
