Motshekga tables R57bn defence budget

Minister of Defence and Military Veterans Angie Motshekga tabled the Department of Defence’s R57.1 billion budget for the 2025/2026 financial year in Parliament on Tuesday.

Motshekga pledged to modernise the South African National Defence Force (SANDF), restore public trust, and unlock growth through a revitalised defence industry.
Of the total budget, 64% is allocated to compensation of employees.
Motshekga emphasised that despite severe fiscal constraints, the department is prioritising essential services and interventions, including equipment repairs, operational readiness, and improved living and working conditions for soldiers.
"We will continue to reprioritise and do more with the little that we have received. This includes ensuring that our soldiers are properly equipped with uniforms, protective gear, habitable facilities, and support during deployment."

A major portion of the budget will also be channelled into operational efficiency:
- R2.7 billion for accommodation, leases and municipal services
- R2.5 billion for peacekeeping operations
- R1.4 billion for AMSCO (Armaments Corporation) transfers
- R487 million for SADC and peacekeeping regional contributions
- R480 million for maintenance and defence systems repair
- R200 million to bolster border security technologies and vehicle fleets
Motshekga acknowledged the impact of limited funds but promised targeted reforms, including modernising administrative systems, digitising operations, and eradicating irregularities.
"Procurement and human resources irregularities will be addressed through strengthened internal controls, transparent systems, and regulatory oversight," she added.
The minister also unveiled plans to reposition the local defence industry as a key contributor to economic growth and job creation.
Motshekga said the sector will be integrated into the national industrial policy framework to attract investment, strengthen exports, and develop local manufacturing capability.
"We are working hard to resuscitate the South African defence force industry to really partner with us,” she said. “The centrality of Denel is very critical in the maintenance and support of the SANDF."
Partnerships with local companies and international investors are being prioritised, while AMSCO is set to play a more prominent role in equipment upgrades, overhauls and lifecycle maintenance.
Motshekga also tabled the R878 million budget for the Department of Military Veterans, of which 63% will go directly to benefits such as pensions, education, housing, and healthcare.
"Since 2023, more than 437 military veterans have received pensions at a cost of over R217 million. We are also supporting 7,738 learners and students through our education benefit."
A team has been deployed to verify and clean up the military veterans database and address long-standing administrative challenges. The department also continues to work on repatriating the remains of fallen liberation struggle fighters.
Motshekga underlined the department’s ongoing efforts to deliver on its constitutional mandate to defend South Africa while contributing to broader state-building and economic objectives.
"Our focus remains on building a modern, effective, and resilient defence force. Governance, accountability, and capability are central to our strategy. We must protect the Republic while supporting the national interest.".
The Defence Minister also confirmed that South Africa will host an international ombudsman conference in October, as part of broader efforts to foster transparency, public trust, and oversight in the defence sector.
