Public Works contracts of R67m set aside by Special Tribunal

The Special Tribunal has set aside contracts worth R67 million awarded by the Department of Public Works and Infrastructure to Kroucamp Plumbers.

The services included the vacuum pumping of septic tanks and emergency sewage blockage interventions from 2015 to 2019.
The contracts were declared invalid and unlawful, and the company has been ordered to refund the department.
According to the Special Investigating Unit, Kroucamp Plumbers misrepresented its Broad-based Black Economic Empowerment status by submitting incomplete bidding information and colluding with departmental officials.
The Tribunal found that the company’s director, Johannes Kroucamp, exploited the corporate structure for personal gain.
"The SIU uncovered a complex network of corruption involving falsified bidding documents, undisclosed conflicts of interest, and payments made to officials who manipulated the tendering process,” the unit said in a statement on Thursday.
"The Tribunal also dismissed a counterclaim of R33 million, which Kroucamp Plumbers had submitted against the department."
The SIU said it will refer any evidence of criminal conduct to the National Prosecuting Authority for further action.
