Ramaphosa axes Nkabane over SETA appointments controversy

President Cyril Ramaphosa has fired Higher Education Minister Nobuhle Nkabane following the scandal over the appointment of board chairs for the country’s Sector Education and Training Authorities (SETAs).

In a statement released on Tuesday, Ramaphosa announced that the deputy minister, Buti Manamela, would take over as Minister of Higher Education and Training.


 


He also appointed Dr Nomusa Dube-Ncube as Deputy Minister.


 


"Dr Dube’s leadership background includes serving as MEC for Cooperative Governance and Traditional Affairs and as Premier of KwaZulu-Natal,” said Ramaphosa.


 


“Section 93(b) empowers the President to appoint up to two Deputy Ministers from outside the National Assembly.”


 


Nkabane faced mounting calls to step down after allegedly misleading Parliament about the composition and role of an advisory panel overseeing the SETA appointments.


 


She was criticised for refusing to disclose the names of the panel members during a parliamentary inquiry, fueling accusations of secrecy and political interference.


 


The controversy escalated when it was revealed that some of those appointed included two senior ANC members and the son of Energy Minister Gwede Mantashe.


 


Last month, Ramaphosa formally requested a report from Nkabane explaining her conduct. 


 


While she insisted the appointments were lawful and above board, opposition parties and civil society groups accused her of undermining transparency in a key skills development sector.


 


Shortly before the President's statement, Nkabane issued her own message of thanks.


 


"It has been a privilege to lead this important portfolio. I’m grateful to the sector and the people of South Africa for their support,” she said. 


 


“I remain committed to serving our country and advancing its development.”
