Ledwaba says an investigation team has been assigned to probe the cause of the incident and it is still in the early stages and some details cannot be verified as yet.
He explains 19 people were on board - 16 passengers and three crew members.
Three of the passengers are from the Netherlands, 14 are South African and two are Australian.
He says the plane departed from Wonderboom Airport and was intended to land at Pilanesberg in the North West.
ER24 yesterday confirmed a number of people were injured, with one being critical.
Bystanders and emergency scattered to extinguish the fire that broke out shortly after the plane crashed.
