Ncengwa admitted to being part of the plot to kill Magaqa, who was gunned down in uMzimkhulu in 2017.
The African National Congress Youth League leader was allegedly targeted for exposing corruption within the local municipality.
In his admissions, Ncengwa pointed out the now late Umzimkhulu Mayor as the mastermind behind the 35-year-old's assassination plot.
The former municipal manager, who can't be named until he appears in court, is expected to make his first appearance before the Mzimkhulu Magistrates Court on Tuesday.
