State Security Agency ‘paid MKMVA millions to protect ANC’

A State Security agent who personally paid R2.5 million to the Umkhonto we Sizwe Military Veterans Association (MKMVA) on different occasions appeared at the commission of inquiry into state capture on Friday.

To hide her identity because of the nature of her work, the commission gave her the pseudonym Dorothy.
Dorothy corroborated the testimony of other witnesses who appeared before the commission and who alleged that monies meant for intelligence work were used to fund different ANC activities.
She said ahead of the 2016 January 8th ANC rally at the Royal Bafokeng Stadium in Rustenburg, she was instructed by the former head of special operations at the SSA, Thulani Dlomo, to withdraw R1 million to pay Umkhonto we Sizwe Military Veterans Association (MKMVA) veterans who were deployed in and around the stadium for security purposes.
Dorothy said the veteran's accommodation, transport, and a stipend were paid for by the agency and she withdrew and handed over the money herself.
The second occasion was in the same year in September during former president Jacob Zuma's tenure.
She said ahead of a demonstration by a group under the banner #OccupyLuthuliHouse at the ANC's headquarters, she was instructed again by Dlomo to withdraw money, this time, R1.5 million rand for the security of the ANC's offices.
Dorothy said she worked alongside the ANC's head of security to ensure everything was running smoothly.
"I worked with the head of the ANC security, which I will not mention his name. Mr. T Dlomo instructed to pay for all expenses related to this operation.”
Evidence leader advocate Paul Pretorius asked her why MKMVA veterans were deployed at both these events and not security belonging to the ANC or the SAPS.
She said Dlomo would be better placed to answer this question.

Dorothy also confirmed she delivered millions of rands to former State Security Minister David Mahlobo.
Mahlobo recently appeared before at the commission and denied ever receiving monies belonging to the SSA.
In 2017 ahead of the State of the Nation Address in Cape Town, Dorothy told the commission former Director-General of the SSA Arthur Fraser instructed her to meet with another agent who would give her a bag with R1.5 million that she was to deliver to Mahlobo.
She said she delivered the bag.
"I can't say I am 100% satisfied that I handed over R1.5 million, I relied on the instruction I was given that there is R1.5 million and that I had to deliver it to Mahlobo,"
Dorothy said she did not know what the money was going to be used for.
She also confirmed she delivered R4.5 million on three different occasions to Mahlobo, but she was sure of these monies as she had withdrawn and counted them when she arrived at his house.
Dorothy said she did not know what this money was for, she was instructed by her then senior who she just referred to as Daryl.
She explained to the commission that the SSA operates on a “need to know” basis and often they would deliver and approve cash transactions without knowing the real reason, however, the Dlomo and others in the special operations team would have known.
Dorothy also said approval for cash to be withdrawn and delivered to different sources had to go through the office of the chief financial officer for approval.
