This SA city ranked 3rd in the world for culture

The world's greatest cities for art and culture were recently announced.
Time Out Magazine recently announced the 20 greatest cities for art and culture in the world.
To rate these cities' culture scene, the magazine drew up a survey and asked 21,000 city-dwellers across the globe what their cities' culture is like.

"Each city on this list has earned its place through a meticulous curation process. Locals were quizzed on their city’s best cultural venues and experiences, and were also asked to score their city’s cultural offering based on both its quality and affordability," the magazine reported.
Time Out Magazine did make it clear that affordability is relative.
"What’s considered cheap to locals in one city might not be to those in another. But whether it’s because of discounted museum entry for locals or free open-air festivals, these are destinations where art and culture won’t break the bank."
The list was narrowed by excluding the cities with the lowest overall scores.

Four cities that weren't surveyed were nominated by Time Out's editors and local experts.
