This comes after many voters on Wednesday reported how the indelible ink is easily removed from their thumbs, which led to some casting a ballot twice.

During a media briefing on Thursday acting IEC provincial officer, Ntombifuthi Masinga, said two people were arrested in Hluhluwe and 17 others in Dannhauser.

One case is also being probed in Port Shepstone.

Masinga adds that they were able to trace the suspects through the forms they had to fill in to vote where they were not registered.

"First, they went to the voting stations where they were registered and they voted, they were scanned and marked off the voters roll.

"They then proceed to another voting station after succeeding their experiment of testing if our ink works or not and they were scanned again.

"There is no single person that would have done this that ultimately know who they are," Masinga said.
