The provincial government in Mpumalanga is busy assessing the damage caused by tropical storm Eloise.
The province's MEC for Cooperative Governance and Traditional Affairs, Mandla Msibi, said the most heavily affected part of the province is Ehlanzeni District Municipality.
The municipality is situated on the border between South Africa and Mozambique.
"The municipalities that were mostly affected where from Ehlanzeni District Municipality, topping that is Bushbuckridge, followed by Thaba Chweu and Nkomazi," Msibi said in a media briefing on Thursday.
Mop-up operations are underway which will assess the damage caused by the storm.
"We can confirm that three fatalities have occurred and the bodies of the victims have been recovered. A five-year-old was swept away by a local water stream, a 40-year-old was drown in the river while attempting to cross," said Msibi.
"A one-year-old child died when the mother was crossing a river only to be overpowered by a currency, and sadly dropped the child in the river as she tried to survive."
