ANC in Tshwane to challenge appointment of deputy speaker

The African National Congress (ANC) in Tshwane has filed an urgent application in the high court in Pretoria against council speaker Katlego Mathebe and chief whip Christo van der Heever.
The party is asking the court to rescind the appointment of Zweli Khumalo as acting council speaker.
The ANC's regional chairperson in Tshwane, Kgosi Maepa, says the appointment of Khumalo was an unconstitutional decision.
He believes Mathebe abused her powers by appointing Khumalo.

"Zweli Khumalo from the DA was given an unconstitutional delegated authority to be a deputy or permanent acting speaker. The majority of councillors want to revoke that resolution as stipulated in Rule 14, but the speaker is denying councillors their constitutional right to make such a decision through a vote.
"Council remains the highest decision-making structure in the city and it is not precluded nor prejudiced from exerting or revoking any powers delegated by it," says Maepa.

Maepa was speaking to the media at Tshwane House in Pretoria on Thursday. Mokgalapa announced on Sunday that he would be resigning as mayor at the next council meeting at the end of February. But the ANC in Tshwane says they have not seen the mayor's resignation letter and do not trust his intentions.
