Gauteng police spokesperson Kay Makhubela says police used rubber bullets and teargas to disperse the looters in Alexandra.
"They broke the locks on the shops. That's clear criminal activitity, that's why we treat them as criminals."
The Johannesburg metro police says calm was restored on 2nd and London Road in Alexandra on Tuesday morning.
