Chaos in Tshwane council as ANC accuses acting speaker of being drunk

The chairperson of the African National Congress (ANC) in Tshwane Kgosi Maepa says acting council speaker Zweli Khumalo arrived to a sitting on Thursday  "seemingly drunk".

The council held a special meeting following the tabling of a motion of no confidence against Tshwane Mayor Stevens Mokgalapa and Speaker Katlego Mathebe.

 

During the special sitting, Mathebe recused herself due to the fact that she would not be able to preside over her own motion of no confidence.

 

Chaos broke out following her recusal, when acting speaker Zweli Khumalo took over the reins.

 

Kgosi Maepa addressed the media after the sitting where he suggested that the acting speaker arrived at the sitting intoxicated.

 

"When we go to...the motion because it affects the speaker she would not be allowed to preside over that. So somebody responsible like the MEC or in the absence of that then council itself can nominate, according to the rules, someone who is sober.

 

"No one who is drunk should preside over the meeting, so councillors protested and they called a multi-party discussion.”
