This comes after power utility Eskom granted the city a three-day relief from loadshedding in order to attend to the backlog of almost 5 000 calls caused by the devastating storms and flooding.

City Power has managed to reduce the backlog to just over 2 000 logged electricity faults to date.

Phalatse says the cost of repairs for the electricity infrastructure are estimated at R31 million.

"The City estimates the cost to normalize the electricity supply following the devasting floods to be in the region of R31 million with overall damage to infrastructure across departments and entities to be in a region of R300 million.

"It is in this context that we have submitted a report to the provincial and national spheres of government for them to classify this emergency as a state of disaster. On behalf of the Joburg multiparty government, I would like to thank residents for their patience and understanding as we battle and continue to battle with this backlog.  We appreciate and commend the help and cooperation we received from councillors and community leaders, some spending sleepless nights attending to resident queries".
