Corruption Watch questions Hawks’ conduct in Moyane probe

Corruption Watch has referred charges it laid against SARS commissioner Tom Moyane, as well as two senior SARS employees, Jonas Makwakwa and Kelly-Ann Elskie, to the Independent Police Investigative Directorate (IPID).

Makwakwa and Elskie are accused of corruption and fraud, while Moyane is accused of failing to act decisively on the findings of a report by the Financial Intelligence Centre (FIC). Corruption Watches executive director David Lewis says the charges where first laid with the Directorate for Priority Crime Investigation (Hawks).

“We have received no response from the Hawks and so we referred the matter to IPID. We believe that they have all been involved in corrupt activities that require action from the Hawks. But the Hawks seem to be protecting them. Hence we have approached IPID,” says Lewis.

Lewis says Monyane also allegedly revealed the contents of the FIC report implicating Makwakwa and Elskie to them, which is a contravention of the Prevention and Combating of Corrupt Activities Act (Precca).

He says they have requested that IPID also probe the Hawks’ conduct during the investigation.
