DA: Tshwane council has not been dissolved

Democratic Alliance (DA) mayoral candidate Randall Williams says the Tshwane council has not been dissolved as all the procedures have not been followed.
Gauteng Premier David Makhura announced on Thursday that the capital city would be placed under administration.

This follows the resignation of scandal-ridden Stevens Mokgalapa as the city mayor last month as well as the absence of a city manager.
Makhura applied section 139 (1)-(c) of the constitution to place the city under administration, which will ultimately lead to provincial government dissolving the Tshwane council and the holding of by-elections.
But Williams told the media on Friday that provincial government did not follow the correct procedures to dissolve council.
“Section 139 sets out which procedure to follow and how it will work when such an announcement is made.
“Now as things stand, council has not been dissolved because what 139 provides for is that the the notice would be sent to the Minister of Cooperative Governance and also the National Council of Provinces. Once the NCOP receives a notice then a period of 14 days will start running.
“Once the 14 days expires then the council will be dissolved."
He also claims that the City of Tshwane officials have yet to be formerly informed and council duties wil continue.
