Xhakaza delivered his maiden State of the City Address on Tuesday morning.

The address came a mere two weeks after he was voted into office.

Xhakaza said the state of roads and stormwater infrastructure in the metro need urgent attention.

"We have realised over time that service delivery feedback to communities and stakeholders is inadequate, sometimes resulting in communities being denied the opportunity to monitor the services that the city is rendering through various ward-based programmes and projects.”

He told council that the key to service delivery is dependable infrastructure.

“The billions we have channelled into infrastructure development over the years was a deliberate move because we understand that proper roads, a reliable electricity grid and uninterrupted water supply are the cornerstones of making our city more liveable while being the best place to invest and do business.

"During the recent IDP/Budget consultation process energy, water and sanitation services took centre stage. The majority of residents across the city more particularly in Springs, Benoni, Kempton Park and Thembisa, just to name a few, have voiced their unhappiness about these.
