Former UJ chairperson nabbed for corruption

The Hawks have arrested former University of Johannesburg council chair, Professor Roy Marcus, in connection with alleged corruption involving more than R14 million of the university’s funds.

The 76-year-old Marcus handed himself over to the police on Friday.


He is accused of collusion where his companies were awarded tenders without following regulations while he headed up the institution’s board.


"It is reported that Marcus, together with his two accomplices, colluded together by submitting invoices to the university for services that were not rendered by the service provider," said Hawks spokesperson Katlego Mogale


"However, the money was approved and paid by one of the accomplices without proper procurement procedures being followed to appoint the three companies involved.


"Marcus did not have the delegation or authority to approve such payments, thus breaching the Code of Conduct of the University of Johannesburg as they failed by not exercising due care and skill as well as failing to act in the interest of the university."


Marcus has already appeared in the Specialised Commercial Crimes court sitting in Palm Ridge, with the case postponed to 4 December for docket disclosure.


He was released on a warning and will join UJ’s former vice chancellor of finance, Andries van Schoor, and Clarify Investment Corporation Director Adreas Spilhaus in the dock at the next court appearance.


Van Schoor and Spillhaus were arrested in August.


They were subsequently release don  R10 000 bail each.
