Nxesi’s remarks come as rescue workers continued to search for people trapped under the rubble following a building collapse in George in the Western Cape.

At least seven people have died.

Thirty-three people have been pulled out of the debris of the five-storey apartment block, which caved in Monday afternoon while under construction, while 39 people remain trapped under the rubble.

Speaking to the SABC, Nxesi said the government has been in talks with the industry to implement stricter safety measures.

"We adequately express the sorrow that is felt for the lives lost and the anguish by those who are awaiting the news of their trapped loved ones.

"As soon as we are given access and can start our investigation, we will act in terms of what we call sections 31 and 32 of the Occupational Health and Safety Act, and in terms of that, we will have a proper investigation which takes time.

"Remember, this is a very sensitive matter. We do not have to rush it; we have to be meticulous in doing it. We have to engage our experts in the engineering field. We are going to look into all the aspects of that construction, and then we will be able to determine whether the cause of the accident was negligence or a natural disaster," he said.

Nxesi said the tragedy should lead to a renewed focus on safety at construction sites.

"We must ensure that these people's lives are not lost in vain. So, strengthening the commitment to health and safety is very essential. Therefore we have to work together as the employers, government and the unions.”
