It's due to a shortage of staff volunteering to work on Saturdays.
Home Affairs Department (DHA) spokesperson David Hlabane says negotiations with labour unions are ongoing, as employees demand to be paid for working Saturdays.
Home Affairs had entered into an agreement with unions last month to avoid a massive strike, withdrawing the circular forcing people to work.
Hlabane says offices remain open as normal during the week.
