The Justice, Crime Prevention and Security Cluster (JCPS) ministers visited the scene of a drive-by shooting that has led to the killing of three women on Saturday.

The three women attending an ANC committee meeting were killed outside Buhlebethu primary school at the weekend.

Speaking to the media on Tuesday, Kodwa said the shooting is a clear attack on democracy ahead of local government elections.

“This is nothing else but an act of intimidation, it is an attack to the constitution, it is an attack to the democratic order.

“It is an attack on the constitution because these are the people who are exercising their rights to elect a leader of their choice and to participate in the elections which will strengthen democracy.

“So, the attack is nothing else but to weaken the system of democracy.

“We would like to encourage our people not to be intimidated by these incidents, the JCPS will be working out a plan to make sure that we protect these elections," he said.

Police Minister Bheki Cele assured that the cluster will ensure the people’s safety during elections

“We need to chase and check those people and put them out of the system, in terms of arresting them so that people can continue to practise their democratic right.

“Fortunately, we still have the army that has not been called back to the basis, the SANDF is still on the ground in Gauteng and KwaZulu-Natal, if we need them in the Western Cape they will be there.

“Budget will have to be found, there can’t be compromise on elections -We have made our budget known and it has been presented to parliament and treasury to say this is how much we need to run the elections.”
