Kubayi made the announcement in Cape Town on Tuesday during the tabling of the department's 2022/ 2023 budget.

She told MPS government wants to restore the dignity of those living in informal settlements.

"I will be issuing a ministerial directive, in accordance with Section 29 of the HDA Act, to authorize HDA to drive interventions on upgrading informal settlements and ensure faster turn-around time in provision of basic services, to give dignity and comply with human rights in our communities.".

The renewed efforts to upgrade informal settlements come on the back of the deadly floods in KwaZulu-Natal, which had a disproportionate impact those living in informal housing.

Kubayi said some 15 000 homes were partially or fully damaged during the floods.

"I have received an updated report that so far the KZN team has complied with the required real time audit prescripts and I have urged the team not to drop the ball, as this will build confidence in our communities that we are spending their resources correctly and we are accountable."

For the 2022/23 financial year, the department has been given a budget allocation of R33 billion.
