Ramaphosa's spokesperson, Khusela Diko explains that these agreements are not yet in place.

"They were delayed as a result of the conclusion of the medium-term strategic framework," she explains, which first had to be adopted by government and sets out the government's strategic priorities.

This framework has now been presented to Cabinet, and according to Diko, South Africans can expect the performance agreements to be signed "in the next couple of weeks."
