Mashaba is expected to lay the charges at the Joburg Central Police Station on Monday morning.

Mashaba says Makhubo acted as a "strategic corrupter" between the City of Johannesburg and Regiment Fund Managers.

An investiagtion by AmaBhungane revealed how Makhubo's company, Molelwane Consulting, allegedly agreed on a payment 10% of R300m in fees from Regiments Capital.

This amounted to R30m.

The report further shows that in 2006, Regiment Fund Managers received a contract to manage the City's "sinking fund" - made up of billions of rands set aside for the City of Johannesburg’s future debt repayments.

Mashaba says the City’s investigation collaborates with the exposé by AmaBhungane.

"Our forensic department is at a very advanced stage of the investigation," says Mashaba.

Mashaba says his predecessor, former Mayor Tau, failed to disclose corrupt activities by Makhubo.

Mashaba adds he will report the matter to the National Prosecuting Authority (NPA).

He has called a meeting with the newly appointed Head of the NPA, Shamila Batohi, to investigate cases of corruption in the city.

"It is a matter that I will also report to the Public Protector [Busisiwe Mkhwebane]."
