Masola was warned over GladAfrica contract, says City of Tshwane

The City of Tshwane has welcomed a finding by the Auditor-General that the controversial, multi-million rand GladAfrica was irregular.

The city says R317 million has already been paid to the consultancy firm.
The original value of the contract was R12 billion.
The Auditor-General found that the tender did not comply with supply-chain management regulations or the constitution.
"The city manager, Dr. Moeketsi Mosola, who was the mastermind behind the awarding of the contract on 15 August 2018 stated categorically that all was above board with the contract," says the city's Samkelo Mgobozi.
Mgobozi says Mosola was warned about the legality of the contract and that the amount was never properly reported to the mayoral council.
"The fact that a legal opinion expressly warned the city manager that the award would be, irregular and that he ignored the opinion.
"It was never disclosed to the mayoral committee or the municipal council by the city manager, as part of his formal reporting duties.”
According to reports, the city manager was adamant that the awarding of the contract was above board and supported by legal opinion.
Mogobozi said the city will apply its mind on the report and will take the necessary steps to ensure that it complies with all the necessary regulations.
