Chairperson of the Standing Committee on Public Accounts (Scopa) Mkhuleko Hlengwa described late auditor-general Kimi Makwetu as the "north star for good governance".
A memorial service was held for Makwetu in Melrose Arch on Tuesday afternoon.
He was due to leave his position at the end of November after almost seven years in the office.

Hlengwa said Makwetu did justice to the trust placed in him.
"While his term was coming to an end more was still expected of him. Therefore being here today gathered in this fashion is not we had expected, this is not farewell we had envisioned.
"Being here today is untimely," Mkhuleko said.
He said Makwetu was a man of principle who fought hard to ensure that the institute he led was spared from state capture.
"He never wanted the AG to be a dog that didn't bit he gave it teeth.
Mkhuleko assured the deputy auditor-general Tsakane Maluleke, who will take up Makwetu’s position in December, that Scopa will give her the same support shown to Makwetu.
