"In order to avoid any further allegations of state capture being lodged with office of the public protector, the public protector calls upon the president to ensure that the terms of reference for the commission of inquiry are not limited to the issues investigated or indentified in the State of Capture report," says Mosana.

Former public protector Thuli Madonsela, who released the State of Capture report, directed President Jacob Zuma to establish a commission of inquiry into allegations of state capture by the Gupta family.
