In a statement MSF has called on all parties to abide by their obligation to protect civilians in both the besieged areas and in areas newly taken over by the Syrian government.

"All negotiations to secure access by the UN and other actors, including MSF, in order to provide humanitarian assistance to the besieged areas of east Aleppo have been unfruitful," MSF said.

They add that it has been impossible to evacuate patients, re-supply hospitals and provide much needed medical assistance to those trapped in the area.

"All parties concerned were and are responsible for this failure and we have some medical staff that are still working under extreme conditions in east Aleppo," MSF said.

About 28 militants have surrendered in Syria's Aleppo in the past 24 hours, while almost 18,000 people were able to leave militant-controlled areas in the city with the help of the Russian center for Syrian reconciliation, the center said in a statement.

"In the past 24 hours with assistance from the Russian center of reconciliation an additional 17,971 city residents, including 7,542 children, were led out of Aleppo neighborhoods that remain under militant control," the statement, released by the Russian Defense Ministry on Saturday, says.

According to the statement, Russian servicemen demined about 8 hectares (almost 18 acres) of territory in Aleppo in the past 24 hours, getting explosives out of 24 buildings, including two schools, two mosques and an electric power substation.

In accordance with a decision of Syrian President Bashar Assad, all 28 militants who laid down arms in the past 24 hours in Aleppo have been granted amnesty.

Syrian government forces have been fighting against multiple opposition and terrorist groups, including the Islamic State (IS, also known as Daesh) and Jabhat Fatah al Sham, formerly known as Jabhat al-Nusra, or Nusra Front.
