Dlabathi took over the portfolio from the EFF’s Nkululeko Dunga in June.

Dunga, who is the EFF’s Gauteng chairperson, was removed from his position due to what Ekurhuleni Mayor Nkosindiphile Xhakaza described as “under-performance”.

Speaking to the media on Wednesday, Dlabathi said one of the issues that need attention is the culture of payment among residents.

He says the city will also clamp down on fruitless and wasteful expenditure which has led to service delivery shortfalls in the past.

"This will be done through encouraging and fostering the culture of payment by every household that uses municipal services,” said Dlabathi.

He added that the city has an approved budget of R60 billion for the 2024/25 fiscal year.

This includes money for investments in infrastructure, social services and community development.

Dlabathi said most of the budget will be spent on housing projects, electrification and fixing roads.

"As we navigate through challenging economic times, the South African economy continues to face several constraints, including slow growth, high unemployment, and fiscal pressures in the current post-COVID reality we find ourselves in.

“Municipalities across the country are not immune to these challenges. Many towns and cities’ financial situations are strained due to declining revenue generation and increased service delivery expectations.

“This administration is committed to maintaining financial stability while addressing the needs of our residents and driving sustainable urban development," said Dlabathi.
