Over 65 000 'ghost ID numbers' used to renew licences - Presidency

The Special Investigating Unit says the ID numbers of 65 000 ID dead people has been used over the past two years to fraudulently renew vehicle licences.
The Presidency briefed the Standing Committee on Public Accounts (Scopa) in Parliament on Tuesday.
The Presidency’s Jonathan Timm said over 40 000 ID numbers have been removed from the system in the 2020/2021 financial year alone.
"The SIU has identified a scam that utilises the transferring of money owned to deceased people's ID numbers on the eNatis database allowing cleansing and people avoid paying the high cost in terms of licences, particularly in the trucking sector."
Timm said a total of 650 referrals have been sent for administrative action by authorities.
"So far 353 have been referred to accounting officers for blacklisting, 295 have been referred to the regulatory body for sanctions while two have been sent to executive authority to determine sanctions."
Power utility Eskom accounted for about 100 of the blacklisting cases, Transnet 49, MICT SETA 35, and Gauteng Department of Health 11.
