Residents of Malamulele in Limpopo protested on Monday, demanding their own municipality, police said.
Residents gathered along main streets and barricaded roads leading to Thohoyandou and Giyani, using stones and burning tyres, said Brigadier Hangwani Mulaudzi.
"They continued to loot local shops."
Additional police were deployed to the scene to prevent public violence and criminality, said Mulaudzi.
Limpopo deputy police commissioner Maj-Gen Berning Ntlemeza said those responsible for criminal activities during the protest would be brought to book.
