Rapport newspaper reported at the weekend that the presidency has appointed a task team to compile the draft regulations.

The proposed regulations include a potential curfew, the criminalisation of freedom of speech and movement and potential network blackouts.

R2K's Murray Hunter says it has submitted requests for information in terms of the Promotion of Access to Information Act (PAIA).

"There is no such thing as a good state of emergency. If a state of emergency is called, by its nature it means a clampdown on the citizens' rights."

The Presidency has since rejected the claims that President Jacob Zuma is working on regulations for a state of emergency or that he has appointed a team to draw up regulations.

Hunter says the organisation is in possession of the regulations and warns that the proposals will have "dire consequences" for South Africa.

"In terms of these regulations there will be a potential curfew, it would be a criminal offence when one criticizes government or encourage people to take place protesting. It will also empower the police to make an arrest of any person if they deem necessary."
