The Bill was passed in Parliament this afternoon.

An earlier attempt to pass the bill failed, after the House failed to meet the required quorum.

The Bill will now be sent to the National Council of Provinces for concurrence.

The Bill makes provision for changes in the allocations to provinces and local governments in the current financial year.

It also divides taxpayers' money between provinces and municipalities.

Meanwhile, the EFF's Floyd Shivambu tried to get Speaker Baleka Mbete's attention to point out that some members had arrived late and the voting process was therefore flawed.

"Baleka Mbete, can you please recognise me. I'm calling you Speaker and you are not recognising me. What is your problem?" asked Sivambu.

Mbete retorted, saying they removed the votes of those not in the House.

"We removed, from the count, the honourable members who had come in by pushing their way through the door and, therefore, we counted what is in accordance with the rules," said Mbete.
