Rooiwal refurbishment to cost whopping R4bn

The refurbishment of the Rooiwal Wastewater Treatment Plant in the City of Tshwane will cost a whopping R4 billion.

This was confirmed by Water and Sanitation director-general Sean Phillips during a media briefing on Thursday.


"We have estimated both the city and ourselves that the cost of the full rehabilitation and upgrade of the Rooiwal water treatment works is in the region of R4 billion,” Phillips said.


"But the project can be implemented in stages with an emphasis on work to stop or reduce the pollution into the Apies River from Rooiwal in the early stages."


The City of Tshwane has thus far set aside R450 million for the refurbishment.


The sum will be allocated over a three-year period.

Phillips said the Development Bank of Southern Africa will be the implementing agent for the project.


"We are in the process of appointing a DBSA as the implementing agent for this whole project. This means the city will transfer money to the DBSA and the DBSA will run the procurement processes and appoint the necessary engineering design companies and necessary contractors to do the work."


Meanwhile, Hammanskraal residents can expect to get clean drinking water through their taps by March 2024 with the installation of a portable water treatment plant through Magalies Water.


This has also been referred to as a "package plant".


"This will produce 30 to 40 megalitres per day of treated drinking water which will be fed into the Hammanskraal piped water distribution system,” Phillips explained.


“The package plant itself will also be implemented in stages with 10 megalitres a day in capacity being installed at a time to get to the 30 to 40 megalitres capacity. Magalies Water will install this plant in July this year and will complete it by March 2024. By the time it is complete, this package plant will provide drinking water to supply residents from Hammanskraal with drinking water from their taps."
