That according to Basic Education Minister Angie Motshekga.
Motshekga says an international assessment report has revealed that South African learners are the most bullied in the world.
The minister was speaking at an event in Soshanguve, to mark the beginning of the Department's "Safer Schools" campaign.
"The study says kids who are bullied don't perform well in school, because they are depressed, they have low self-esteem and they are just generally unhappy," says Motshekga.
Motshekga had a warning to bullies.
"When you see a bully, you should know that this is a murderer in the making, this is a rapist in making. Don't wake up being a rapist. Don't wake up being a murderer. You groom yourself and prepare yourself," says Motshekga.
