The skeletal remains, which were presumed to be human, were found in the Richard's Bay caravan park on Tuesday, said Warrant Officer Solomon Mbele.
"We can confirm that Richard's Bay Police Station is investigating a case of an inquest," he said.
Mbele said the remains would be taken for forensic examination to determine how they came to be there, and the identities of the two people.
The Zululand Observer newspaper reported on Thursday that a security guard at the caravan park discovered the skulls close to the camping section.
The newspaper reported that the two skulls were photographed before being removed from the sand and taken to the Richard's Bay Mortuary.
Without citing sources, the newspaper reported that, due to the brittleness of the bones, police believed they were more than 10-years-old.
According to the report the skulls would be sent to the Pretoria Forensic Science Laboratory for examination and DNA analysis.
Comment could not be obtained from the owner of the caravan park, Tinie Ferreira.
