Some ANC members implicated in state capture report made it onto election list

The African National Congress (ANC) says some of its members who have been implicated in the state capture report, but who were subsequently cleared through the party's internal processes, have made it on the party’s nomination list for the election

The ANC submitted its list to the Independent Electoral Commission (IEC) by the deadline of 5pm on Friday.


While the governing party says it subjected candidates to rigorous vetting processes, some of the members implicated in the State Capture report made it onto the list.


The candidates will form part of the ANC’s public representatives in the Provincial legislatures and Parliament after the 29 May election.


ANC spokesperson Mahlengi Bhengu-Motsiri briefed the media at the party's Luthuli House headquarters in Johannesburg on Friday.


She says internal disciplinary processes were followed and its National Executive Committee (NEC) decided to include some members onn the list following all the  party processes.  


"The National Executive Committee took a decision that anyone that was implicated in the State Capture report must subject themselves to the Integrity Commission.


“Those that did not do so, the NEC took a decision that they must be subjected to disciplinary processes.


“So, those are the processes of the ANC that would give you a sense of how the State Capture report was given significance and was prioritised.


“So, in terms of the names of those fingered, if the Integrity Committee and the NDC cleared those comrades you will find them on our list.


“They would have gone through a vetting process which is run by a hugely independent electoral committee. They would have been vetted in terms of a number of elements," says Bhengu-Motsiri.


At the same time, she says some members were disqualified due to the report.


"We had about four comrades that were flagged by the special National Executive Committee.


“This will be outlined in details after the list has been published. 


“They are not eligible to stand as public representatives for provincial legislatures and parliament.


“There is no such a thing as blanket approach when it comes to the state capture report. It has to be assisted by ANC internal processes," she said.


Bhengu-Motsiri insisted that being implicated in the State Capture report is not the same as being found guilty in a court of law.


“Of course, public representatives, of course leaders of the ANC have a much bigger moral obligation to take the issue, any allegation as seriously as possible when people are implicated which is why we are strengthening these oversight institutions that are meant to assist us with ethics and integrity management within the organisation.


“This is in a form of the Integrity Commission and the National Disciplinary Committee " 


She added the full list will be made available for public scrutiny on Monday.
