Landman, his wife Mitchell Tracey Landman, and former accountant Hendrik Stroebel handed themselves over to the police on Monday.

The trio allegedly illegally obtained water meters from Johannesburg Water employee Faisel Abrahams and used them during construction at Waterfall City.

They were granted bail of R10 000 each on Tuesday.

The city’s Lucky Sindane says Abrahams and his co-accused from Waterfall Investment Company, Irvine Steyn and Yvette Scheepers, were arrested in May last year.

"They were arrested last year after they illegally obtained water meters and stole water estimated to be worth around R13 million during the development of Waterfall City.

"Instead of applying for a bulk water meter, which can cost up to R140 000, Waterfall Investment Company allegedly colluded with Abrahams to obtain the meter and continue with the development."

Sindane says more arrests are expected.

"The people who were arrested last year are cooperating with the city that is why we seeing more suspects handing themselves over to the police.

"We targeted these big businesses that are not paying for services in the city and they are paying because if we find that you are illegally we cut you off and if you reconnect we arrest you. We are getting our money back as the city."
