Bongani Nkabinde, 18, died after being kicked, punched and hit at the school in Dannhauser, a small town between Newcastle and Dundee. A video of the attack has gone viral.
"About six teachers said they watched from the staff room.
The cellphone footage shows that they did not intervene," said Dannhauser station commissioner Major Bongani Ntanda.
He said the boys were fighting over a girl.
Asked for comment, KwaZulu-Natal education spokesman Muzi Mahlambi told The Times: "What did you want them to do? In the course of spears being brandished, what do people expect them to do? Even if they ran away, there was nothing wrong with that."
He said the teachers did call the police to the scene.
Nkabinde died shortly after being taken to a local clinic.
Three boys have appeared in court on a murder charge.
