The case between the metro and lobby group AfriForum will now reportedly be heard in front of a full bench of the High Court in Pretoria.
The metro turned to the court after losing a second court battle in June on changing the city's old street names.
Previously, high court Judge Bill Prinsloo dismissed the metro's application to appeal against a previous order in favour of AfriForum.
An urgent interdict was granted in April to AfriForum after Tshwane mayor Kgosientso Ramokgopa announced in a city address that Pretoria's old street signage would be permanently removed.
The metro was then ordered to put back the street names within two months, pending the outcome of a review application, and to discontinue the removal of the old names.
AfriForum's legal representative Willie Spies reportedly said on Thursday that the appeal might be heard in 2015.
