Tshwane moves to blacklist companies involved in failed Rooiwal project

Tshwane Mayor Cilliers Brink says the city has moved to blacklist the companies involved in the failed refurbishment of the Rooiwal Wastewater Treatment Plant.

The problem-plagued project has been blamed for the ongoing water crisis in Hammanskraal. 

Hammanskraal, north of Tshwane, has experienced a cholera outbreak which has claimed the lives of 29 people in the area.

In 2019, the municipality awarded a contract to a joint venture between CMS Water, NJR and Blackhead Consulting for phase one of refurbishing the Rooiwal plant. 

The city terminated the contract after a forensic report showed that only 60% of the work had been completed by last year.

“In the spirit of transparency, clean governance and accountability, I would like to inform our residents that the city has taken active measures to blacklist the companies and tenderpreneurs that were awarded the Phase 1 contract to upgrade Rooiwal Wastewater Treatment Works,” said Brink on Thursday. 

Should the city be successful in blacklisting the companies and individuals, that will result in them being restricted from doing or obtaining any business with the state for a period of five years. 

The affected parties have been granted 14 days to respond to the city’s intentions to blacklist them. 

Disciplinary action has also been taken against several city officials who were implicated in the awarding of the tender.

The refurbishment of the plant is set to cost R4 billion.
