Judge President Ephriam Makgoba has dismissed the case by Vuwani residents against the Municipal Demarcation Board.
Makgoba said the board was fully within its rights to incorporate the area into one municipality with Malamulele.
Traditional leader Mbangiseni Masia said that they were disappointed with the outcome and that a meeting would be held with residents to decide the way forward.
"We, as senior traditional leaders, have been acting on behalf of our communities...we will go back to report to them and tell them about the outcome."
Masia said there would be a meeting on Sunday, 1 May in Vuwani.

Municipal Demarcation Board chairperson, Jane Thupana said the process of ward limitation would have disrupted the local government elections had the judgement gone the other way.
"The board had done everything it was required to do in terms of the law. What happens from now on is in the hands of other institutions...the MEC in Limpopo has to establish the municipality," Thupana said.
